Requirements to Become a Security Guard

The applicant must:

  • be a citizen of the United States or an alien legally residing in the United States;
  • be at least eighteen (18) years of age, except that an applicant for an Armed Security Guard License shall be at least twenty-one (21) years of age;
  • have successfully completed training requirements for the license applied for, as prescribed by the Council;
  • be of good moral character;
  • not have a record of a felony conviction;
  • not have a record of conviction for larceny, theft, false pretense, fraud, embezzlement, false personation of an officer, any offense involving moral turpitude, any offense involving a minor as a victim, any nonconsensual sex offense, any offense involving the possession, use, distribution, or sale of a controlled dangerous substance, any offense involving a firearm, or any other offense as prescribed by the Council, as provided herein.
  • make a statement whether the applicant has been adjudicated incompetent or committed to a mental institution, and a statement regarding any history of illegal drug use or alcohol abuse;
  • make a statement regarding misdemeanor domestic violence charges.

Security Guard License, Phase I and II (Unarmed Security Officer)

Individuals must complete the mandated training within 180 days from the date of the application.

Applicants wanting to apply for a Security Guard license must first complete the necessary training, submit an application for a license, and undergo a fingerprint background check.

Applicants must pass the Phase I/II examination (Unarmed Security Guard Exam).

CLEET online Private Security licensee testing is now available at 44 different Career Tech locations across Oklahoma.

  • NOTE: The actual license is issued by the State of Arkansas, not the trainer.

Firearms Permits, Phase IV (Armed Security Officer)

Applicants must complete an additional 32-hours of firearms training and pass the Phase IV examination (Firearms Exam).

The firearm training for armed security guards may include the reduction targets for weapons fired at fifty (50) feet to simulate weapons fired at seventy-five (75) feet in indoor ranges. All indoor ranges for this training shall have a minimum of three firing lanes and be approved by the Council on Law Enforcement Education and Training.

CLEET online Private Security licensee testing is now available at 44 different Career Tech locations across Oklahoma.

Each applicant for an armed security guard license shall be administered any current standard form of the Minnesota Multiphasic Personality Inventory (MMPI), or other psychological evaluation instrument approved by the Council on Law Enforcement Education and Training, which shall be administered during the firearms training phase. The results of the psychological evaluation are valid for only six (6) months. Applicants must have a current evaluation at the time of application for a license.

  • NOTE: A Carry Concealed Weapon (CCW) permit does not qualify a security guard to carry armed.

Renewal and Continuing Education Requirements

A Security Guard License, Armed Security Guard License, or Private Investigator License shall be valid for a period of two (2) years and may be renewed for additional two-year terms.

The unarmed security guard license requires an 8-hours continuing education course.

The armed security guard license requires an additional 8-hours firearms continuing education course.

Fingerprinting/Background Check

New license applicantions require a fingerprint/background check. Fingerprints must be taken on CLEET fingerprint cards.

All applicants, armed and unarmed, will be checked through the Oklahoma Department of Mental Health and Substance Abuse's database for involuntary commitment to an Oklahoma State mental institution.

Disqualifications

If any conviction which disqualifies an applicant occurred more than five (5) years prior to the application date and the Council is convinced the offense constituted an isolated incident and the applicant has been rehabilitated, the Council may, in its discretion, waive the conviction disqualification as provided for in this paragraph and issue an unarmed security guard license or a private investigator's license, but shall not issue an armed guard license, to the applicant if the applicant is otherwise qualified, unless the felony involved the use of a firearm or was violent in nature.

The following is a list of additional crimes which may disqualify a person from obtaining or holding an unarmed or armed security guard license, or private investigator license:

  • Assualt and Battery
  • Theft (Petty or Grand)
  • Larceny (Petty or Grand)
  • Any sex offense - including pornography
  • Any offense involving Controlled Dangerous Substances
  • Fraud
  • Extortion
  • Treason
  • Murder
  • Manslaughter
  • Shoplifting
  • Hijacking
  • Receiving or Possession of Stolen Property
  • Burglary
  • Tax Fraud
  • Forgery
  • Arson
  • Kidnapping
  • Perjury
  • Tax Evasion
  • Unauthorized use of a Motor Vehicle
  • Swindling
  • Inciting or being involved with a riot
  • Any conviction of civil rights violation
  • Desertion
  • Escape from jail, prison, or custody
  • Resisting Arrest
  • Assault and Battery upon a Peace Officer
  • False and Bogus Checks
  • Terrorist Activities
  • Assist in Suicide
  • Bigamy
  • An attempt to commit one of these offenses
  • Conspiracy to commit any of the offenses listed herein
  • Accessory to commit any of the offenses listed herein
  • Entry of a Final Order of Protection against an applicant of Licensee
