A Vermont Criminal Information Center (VCIC) background check is performed on all applicants. Once the VCIC background check is completed, a 60-day Temporary Tegistration may be granted to eligible applicants. The expiration date of the Temporary Registration will be printed on the form. During that 60-day period, the Applicant must submit proof that he/she has successfully completed a Board-Approved 40-hours training program. A full registration/license will not be granted without proof of successful completion of the training.

The security guard Registration/License is now portable. When your employment with an agency ends, your license will remain active but become inoperable which means you are not authorized to practice until you have established employment with an agency. Once employment has been established, you or the agency must register your employment with the office. The agency must also issue your registration card.

There is a mandatory final examination after the training.

Computer and video-based training is allowed as approved by the Board. The Board recognizes the value of live presentations and the opportunity for instructor interaction and questions.

  • NOTE: The actual registration card is issued by the employer, not the trainer.

Firearms Permits (Armed Security Officer)

An applicant requesting Armed Status must have received firearms training (additional 16-hours) under a Vermont licensed instructor. The Instructor must complete the Verification of Firearms Status form.

No licensee may possess a firearm while performing professional services unless certified and in good standing.

  • NOTE: A Carry Concealed Weapon (CCW) permit does not qualify a security guard to carry armed.

Renewal and Continuing Education Requirements

Licensees or registrants renew on a fixed bennial schedule: June 1 of the odd-numbered years. For example, 2019, 2021, 2023, 2025.

Armed guards must include proof of passing a firearms renewal course with the renewal application.

Unarmed guards are not required to complete a continuing education course.

Fingerprinting/Background Check

A Vermont Criminal Information Center (VCIC) background check is performed on all applicants.

All armed applicants are required to have a FBI check as well as the VCIC check. Fingerprints must be taken at a Criminal Justice Center.

An application for a license may be denied upon failure of the applicant to provide information required; upon a finding that the applicant does not meet a high standard as to character, integrity, and reputation; or for unprofessional conduct defined in section 3181 of this chapter.
